Eligibility
Employment Experience
Requirements for
all applicants
Public Purchasing experience is required to apply for CPPO and CPPB certifications. For all Eligibility Schedules there is a requirement for "public" purchasing experience. For some schedules there is a requirement for overall purchasing experience of which a portion of the total experience must be in the public sector. For example, Schedule A for CPPB requires 5 years of total purchasing experience which must include 3 years of public purchasing experience. This means that Schedule A applicants for CPPB must have a minimum of 3 year purchasing experience in the public sector, but the 2 years left to meet the 5 years of purchasing experience that is required for Schedule A can be earned through public or private experience. To determine whether your purchasing experience qualifies,
consider the following self-assessment. If you respond "yes" to both, that
experience qualifies. In addition to determining if your experience qualifies
by UPPCC certification guidelines, you must also be able to document the
experience by supplying an official position description for each position you
would like considered by UPPCC towards meeting the experience requirement.
Positions submitted without an official job description will not be considered.

The position is full-time, paid experience, although current
employment is not a requirement. |

The position has a minimum of 50% of the total position
responsibilities devoted to performing functions within the purchasing cycle OR
the position is solely responsible for purchasing for the entity. The
purchasing cycle is defined as the sequence of activities carried out by a
purchasing department in the acquisition and disposition of supplies and
services. It includes the Buying function which itself involves the process of
determining customer requirement, developing and issuing bids, evaluating
offers and selecting the vendor, arriving at fair and reasonable price and
terms, preparing the contract or purchase order, vendor relations, following up
to ensure timely delivery, and the contract administration provisions. Other
positions included in the purchasing cycle that are eligible include: managers
of contracts; warehouse personnel including storekeepers, stocking personnel
and property accountability personnel; contract oversight personnel such as
engineers; and MBE/WBE outreach personnel. In situations where the delegation
of purchasing activities has been transferred from the centralized purchasing
department to other agents with responsibilities similar or equal to those
performed within a centralized purchasing department, these delegated
authorities would also meet the purchasing experience requirement.
Additionally, training personnel who teach purchasing related courses are also
eligible. |
The following activities do not meet the purchasing experience requirement:

Administrative, secretarial, office management and clerical
activities |
•
|
Budget accountability |
•
|
Financial management and accountability including budget
allocation and verification and payment of purchase orders |
•
|
Expediting activities |
•
|
Data input positions involved within the purchasing cycle but not
directly with purchasing |
In addition to overall
purchasing experience, there is also the requirement for
"public" purchasing experience
that each applicant must meet. In addition to the purchasing experience
guidelines listed above to determine qualifying puchasing experience, the position must be
in a "public" setting. Those public settings include employment with:

•

counties |
•
|
municipalities |
•
|
educational enterprises |
•
|
authorities (parks, airports, water, utilities, etc.) |
•
|
military |
•
|
federal governments |
•
|
those employed in qualifying positions in the private sector and
assigned to the public sector shall consider the time assigned to the public
sector as public purchasing experience. |
Additional requirements for
CPPO applicants only
There is an additional type of experience required for those applicants
applying for CPPO certification. CPPO applicants must also possess a number of
years experience in a public purchasing management function. The public
purchasing manager experience must include responsibility for overall
purchasing/material management activities to include the supervision of
purchasing personnel and/or the display of executive abilities involving
economic/financial, technical, statistical, legal and administrative
attributes.
Management positions may be totally dedicated to the purchasing function, or
shared with other responsibilities. The percentage of time managing the
purchasing function must be 50% or more of the candidates total job
responsibility unless the candidate has total responsibility for purchasing in
their entity.
Examples of purchasing
management-related functions include:

Management of contracts either within a centralized purchasing
function or in a decentralized function. |
•
|
Management of user requirements, without direct supervision of
purchasing personnel, such as buyers. |
•
|
Management of warehouse, inventory or stores function. |
•
|
Management of training program, which includes purchasing within
the curriculum. |
•
|
Management of contracts, overseeing contracts to benefit using
agencies, diversity outreach programs, purchasing training programs, and budget
oversight of contracts. |
•
|
Supervision shall include the direct supervision of one or more
individuals who are defined as purchasing personnel.
|
Purchasing Personnel
shall include buyers, buyer's assistants, diversity representatives, property
auditors, purchasing auditors, engineers participating in the purchasing cycle,
and users who are responsible for contract administration. Supervision of
clerical/secretarial personnel and other non-buying personnel within the
purchasing function does not satisfy the eligibility criteria. |
